Glendale Landlord-Tenant Rules
Glendale adds local rules on top of Arizona landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.
| Fair housing (local protected classes) | Glendale's non-discrimination policy makes it unlawful to discriminate in housing, employment and public accommodations because of race, color, ethnicity, national origin, age, disability, religion, sex, sexual orientation, gender, gender identity, veteran's status, marital status or familial status. The City page does not list exemptions or the complaint deadline for housing cases. |

| Habitability/code enforcement & complaint line | Report property problems to Glendale Code Compliance through a Request for Service at glendaleone.com or by calling the main line, 623-930-3610. An inspector typically inspects within three business days. Each household may file up to 4 complaints a week, but emergency complaints, such as a residential rental hazard, do not count toward that limit. Check the City's Code Violation Map first, because duplicate cases are not opened. | Local rental assistance | Glendale's Community Action Program (CAP) runs a Rental & Utility Assistance Portal for Glendale residents who are in a crisis, meet income limits, are at risk of eviction, and either have custody of at least one minor child or are elderly or disabled. Applications are first-come, first-served, and documents are due within 72 hours. The City says the portal is closed and that it will announce a reopening one week ahead. CAP: 7677 W. Bethany Home Rd., Bldg E; 623-930-2854. Status as shown on the City page on 2026-10-28. Source: Official source |
| State preemption of local rent control | Arizona declares rent control on private residential property a matter of statewide concern and preempts it, so Glendale cannot cap rents. The preemption does not apply to housing owned, financed, insured or subsidized by a state agency or a city or town. Source: A.R.S. Sec. 33-1329 |
