Scottsdale Landlord-Tenant Rules
Scottsdale adds local rules on top of Arizona landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.
| State preemption of local tenant rules | Arizona preempts local rent control: cities and towns, including charter cities, may not control rents on private residential property. Arizona cities also may not require residential rental licenses or adopt a rental registration requirement, and may get rental registration information only from the county assessor. A citywide residential rental inspection program needs a public hearing, mailed notice to registered rental owners and a three-fourths council vote. Rental registration and inspection statute: https://www.azleg.gov/ars/9/01304.htm. The rent-control ban does not apply to property a state agency or local government owns, finances, insures or subsidizes. |

| Habitability/code enforcement & complaint line | Scottsdale Code Enforcement enforces the City's zoning, property maintenance, housing, sign, graffiti and construction rules, including deteriorating building exteriors and accumulated debris. Report a problem online through the City's eServices portal, by phone at 480-312-2546 or by email to codeenforcement@scottsdaleaz.gov. The page does not say whether inspectors check conditions inside rental units. Source: Official source |
| Local rental assistance | Scottsdale's Vista del Camino Community Center helps residents apply for rent, mortgage and utility assistance through Maricopa County's online client portal, starting with an eligibility prescreen. Staff help with online applications at 480-312-2323 or VistaDelCaminoSocialServices@ScottsdaleAZ.gov (7700 E. Roosevelt St., Mon-Fri 8 a.m. to 5 p.m.). Some City income-based housing applications are subject to the City's SAVE verification program. The page does not list income limits or say whether funds are currently available.
