Irvine Landlord-Tenant Rules

Irvine adds local rules on top of California landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.

Habitability/code enforcement & complaint lineRenters can report a health or safety violation in their building to the City of Irvine Code Enforcement Division at 949-724-6326 or CodeEnforcement@cityofirvine.org. Criminal activity goes to the Irvine Police Department at 949-724-7000 (911 for emergencies).
The City's Renter Resources page lists no local rent, eviction or relocation ordinance; for those topics California state law applies.
Room rentals (boarding houses)Irvine treats a residence with two or more rental agreements as a boarding house (rooming house). Boarding houses are prohibited in many locations and may be allowed only with a conditional use permit in certain zoning districts. Unpermitted boarding houses can be reported to Code Enforcement at CodeEnforcement@cityofirvine.org. To check a specific location, see the Irvine Zoning Code (Chapter 3-3, land use) or call the Planning Division at 949-724-6308.
The City page does not give the exact Zoning Code section numbers.
Local rental assistanceThe City's Renter Resources page refers renters who need rent relief or eviction-prevention help to 2-1-1 Orange County (dial 211 or 211oc.org) and to nonprofits including South County Outreach (949-380-8144), Mercy House (714-836-7188), OCAPICA (714-636-9095), Families Forward (949-552-2727) and Project Self Sufficiency (949-478-1914). Housing Choice Vouchers are run by the Orange County Housing Authority (714-480-2700), whose waiting list the City page describes as closed.
The City's Office of Health and Wellness (949-724-6650) answers questions about affordable housing and renter resources.
