Oceanside Landlord-Tenant Rules

Oceanside adds local rules on top of California landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.

Rent control (mobile home parks)Oceanside's Manufactured Home Fair Practices Act regulates space-rent increases in the city's manufactured home parks; a February 2023 City staff report says it applies to 17 parks and to all tenancies in them. Its stated purpose is to protect residents from unreasonable space-rent increases while giving park owners a just and reasonable return. Park owners apply to the Manufactured Home Fair Practices Commission for annual permissive increases and other adjustments, and an annual permissive increase cannot take effect until the City finds the park complies with health and safety standards after an inspection.
The City of Oceanside, not the State, is the enforcement agency for mobile home park health and safety (Title 25) inspections in Oceanside. The current year's allowed increase was not confirmed.
Tenant protections (apartments and houses)In an April 10, 2024 report to the City Council, City staff stated that Oceanside relies on the statewide tenant protections in AB 1482 and SB 567 and did not recommend additional local protection measures at that time. Staff instead recommended a tenant and landlord outreach and education program through CSA San Diego County, with a $25,000 budget appropriation.
This is a staff report, not an ordinance; the Council's final action on it and any later local tenant ordinance were not confirmed.

Eviction cases in Oceanside are heard in: Superior Court of California, County of San Diego - Central Division, Hall of Justice, 330 West Broadway, Room 225, San Diego (North County unlawful detainers are filed in the Central Division)
