Riverside Landlord-Tenant Rules

Riverside adds local rules on top of California landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.

Rent stabilizationRiverside has no rent control for apartments or houses. Its only local rent rule covers mobile home parks. Under the Mobile Home Parks Rent Stabilization Program, annual space-rent increases for residents on rental agreements of 12 months or less may not exceed 80% of the increase in the Los Angeles-Riverside-Orange County CPI for the 12 months ending August 31. The City Council formally adopts the CPI figure each September. Parks and agreements exempt under Civil Code Secs. 798.45 and 798.21 are not covered.
The current year's allowable mobile home increase is published as a chart on the City page and was not readable. Apartments and houses follow state AB 1482 rules. See the California page.
Local rental assistanceThe City offers rental assistance programs for seniors 62 and older who meet income and housing criteria. The Mobile Home Park Homeowners Rental Assistance Program requires household income between 50% and 80% of Area Median Income. The Senior Rental Assistance and Supplemental Senior Rental Assistance Programs require income at or below 50% of AMI and rent above 40% of income. Separately, the Manufactured Housing Educational Trust's Mobile Home Rental Assistance Program (MHET RAP), funded by park owners, pays monthly subsidies (typically 10% of rent) to qualified mobile home residents waiting for Section 8, (949) 380-3311.
