What Kentucky law says
| Selling a vehicle: bill of sale and title | Kentucky vehicle sales are handled through the county clerk: a person may not buy, sell or trade a motor vehicle without delivering the title to the county clerk, together with a notarized affidavit of the price paid when one is required under KRS 138.450, and the signatures on that affidavit must be individually notarized (KRS 186.190(2)-(3)). Vehicle and plate transfers must be started within the 15-day period set by law (KRS 186.190(1)(d)). If the buyer does not submit the transfer documents to a county clerk within 15 days, the seller must file a signed and notarized TC Form 96-3, Affidavit of Incomplete Transfer, with the seller's county clerk (601 KAR 9:160). KRS 186.190 has a revised version taking effect January 1, 2027. The statutes read do not say whether a separate bill of sale is required; ask the county clerk. |
