What North Carolina law says

State debt collection lawYes. The North Carolina Debt Collection Act applies to any person collecting a consumer debt, including original creditors, and bars unfair collection practices such as using unconscionable means (for example, seeking a written acknowledgment of a time-barred debt without disclosing its consequences, or collecting fees not authorized). Collection agencies are covered instead by the Collection Agency Act.

§ 1-47: https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_1/GS_1-47.html
Can a payment restart the clock? An acknowledgment or new promise restarts the limitations period only if it is in a writing signed by the person who owes the debt; the statute does not change the effect of a payment of principal or interest.
