Vehicle Bill of Sale in Pennsylvania
A record of a private car, truck or motorcycle sale between a seller and a buyer. Many states transfer ownership through the signed title itself and use a bill of sale as proof of the price and date. Check your state's rules below: some require a specific DMV form or a notary.
What Pennsylvania law says
| Selling a vehicle: bill of sale and title | PennDOT states that legal transfer of ownership happens when both the seller and the buyer sign the Pennsylvania title in front of a notary public. At the transfer, the purchase price and mileage are reported on Form MV-4ST, which is available only from PennDOT authorized agents. The buyer must submit the title transfer paperwork to PennDOT within 20 days (PennDOT's FAQ counts from notarization; the MV-4ST fact sheet counts from the date of sale).
