Chandler Landlord-Tenant Rules

Chandler adds local rules on top of Arizona landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.

Fair housing (local protected classes)Chandler's Nondiscrimination Ordinance, adopted in December 2022, covers owners and landlords who sell or rent housing in the city, with certain limited exclusions. Protected classes: age, color, disability, ethnicity, familial status, gender identity, marital status, national origin, race, religion, sex, sexual orientation and veteran status. Complaints must be filed within 90 days of the discriminatory act (or of the last act in a continuing pattern), and the act must have happened within city limits. File through the city's online complaint form. Contact the Connection and Impact Division at connection.impact@chandleraz.gov or 480-782-2000.
Source of income is not a protected class in Chandler. The city warns that complaints are presumed to be public records under Arizona law.
Habitability/code enforcement & complaint lineChandler Code Enforcement (Neighborhood Preservation) enforces the Property Maintenance Ordinance. Call or text the Code Hotline at 480-782-4320, email blight@chandleraz.gov, or use the online complaint form. Owners and residents are responsible for property maintenance. The city's code enforcement page also lists Community Legal Services (602-258-3434 or 800-852-9075) for landlord-tenant issues.
The page does not say whether Code Enforcement inspects conditions inside rental units. No Chandler rental registration or inspection program was found, and state law limits them (see State preemption).
Rental assistance and eviction helpThe Chandler Cares Team (480-782-4302, chandler.cares@chandleraz.gov) helps residents with rent, utility and other emergency needs and gives advocacy and education about the eviction process. Rental help is applied for through AZCEND's Community Action Program, which Maricopa County funds for eviction prevention. The City does not offer landlord-tenant counseling. For eviction help, the city lists Community Legal Services and AZ Eviction Help.
The city's Tenant-Based Rental Assistance program is only for people who are currently homeless and requires an AZCEND referral.
State preemptionArizona preempts local rent control: cities, including charter cities, may not control rents on private residential property. Arizona cities also may not adopt a residential rental licensing or registration requirement, and may get rental registration information only from the county assessor. A citywide rental inspection program needs a public hearing, mailed notice to registered rental owners, and a three-fourths council vote.
Rent control statute: https://www.azleg.gov/ars/33/01329.htm. It does not apply to property a state agency or city owns, finances, insures or subsidizes.

Eviction cases in Chandler are heard in: Maricopa County Justice Courts (the court is listed on the tenant's summons)
