What Arizona law says

Deposit return deadlineWithin 14 days, excluding Saturdays, Sundays, and legal holidays, after the tenancy ends, possession is delivered, and the tenant demands the deposit.
Itemized deductionsThe landlord must provide an itemized list of all deductions together with any amount due to the tenant. Deductions may cover rent, charges specified in the signed lease (subject to the duty to mitigate), and damages from the tenant's noncompliance with § 33-1341. If the tenant does not dispute the deductions within 60 days after mailing, the list becomes final and further claims are waived.
Penalty for withholdingIf the landlord does not comply, the tenant may recover the property and money due plus damages equal to twice the amount wrongfully withheld.
Wear and tear / move-out chargesThe statute does not define normal wear and tear. The landlord may apply the deposit to rent, charges specified in the signed lease (subject to the duty to mitigate), and damages caused by the tenant's failure to meet tenant duties, such as deliberately or negligently damaging the premises. Deductions must be itemized within 14 business days after move-out and the tenant's demand.
