Oklahoma City Landlord-Tenant Rules

Oklahoma City adds local rules on top of Oklahoma landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.

Habitability/code enforcement & complaint lineOklahoma City's Code Enforcement division (Development Services) enforces exterior property maintenance (Municipal Code Ch. 24, Art. IV) and acts on dilapidated or unsecured structures. Report problems to the Action Center at (405) 297-2535 (Monday to Friday, 8:30-11:45 a.m. and 1-4:30 p.m.), by email to action.center@okc.gov, by text to (405) 252-1053, or online. An inspector visits and may issue a courtesy notice, a posted legal notice or a citation. The city treats Action Center reports as anonymous and becomes the complaining party.
The page describes exterior maintenance and structure conditions only. It does not say whether the city inspects interior conditions in rental units. No rental registration or rental inspection program was found.
Local fair housingThe Oklahoma City Human Rights Ordinance bans discrimination in housing, employment and public accommodations based on race, color, religion, creed, sex, gender, national origin, age, familial status, genetic information or disability. The Human Rights Commission, re-established in 2022, takes complaints filed within 90 days. It offers only voluntary conciliation and mediation and cannot award money or other legal remedies. Contact HRC@okc.gov or file online.
Most of these classes already exist under state or federal law. 'Creed' and 'genetic information' are the clearest local additions.
State preemptionOklahoma law prohibits cities from enacting or enforcing rent control on privately owned residential property.
This rule is covered on the Oklahoma state page.
