Pet Addendum in Oregon

Adds pet terms to a lease. Assistance animals for people with disabilities are not pets: no pet fee or pet rent may be charged for them under federal fair housing rules.

What Oregon law says

Pet deposits and feesOregon sets no maximum security deposit. A pet deposit is a security deposit and must be listed in a written rental agreement, with a receipt given. During the first year a landlord may not add a new or increased deposit, except an additional deposit tied to an agreed change permitting a pet. Nonrefundable move-in fees for anticipated expenses are not allowed; landlords may charge only the fees listed in ORS 90.302, which include a fee (up to $250, after a written warning and 48 hours) for repeat keeping of an unauthorized pet capable of causing damage, and a fee for repeat failure to clean up pet waste outside the unit. No pet security deposit may be charged for a service or companion animal that a tenant with a disability needs as a reasonable accommodation.
The statute does not specifically address monthly 'pet rent'.
Service & support animals (state law)A landlord may not charge a pet security deposit for a service animal or companion animal that a tenant with a disability needs as a reasonable accommodation under fair housing laws. Refusing reasonable accommodations in rules or policies needed for a person with a disability to use and enjoy a dwelling is an unlawful practice. Oregon has no housing-specific statute on documentation for emotional support animals or penalties for misrepresenting one in housing.
ORS 659A.143 (no documentation demands, no fees for assistance animals) applies to places of public accommodation, not rental housing generally: https://www.oregonlegislature.gov/bills_laws/ors/ors659A.html. Federal Fair Housing Act documentation rules apply.
