Allentown Landlord-Tenant Rules
Allentown adds local rules on top of Pennsylvania landlord-tenant law. Here is what is different, with the city code or agency page behind each rule.
| Rental license & inspection | Anyone who rents out a house or apartment in Allentown must register it with the City and renew the rental license every calendar year. The fee is $75 per unit, with extra fees for late payment. New applicants must pass an inspection by Residential Property Inspections before getting a license. Owners must post the Owner and Occupant Duties document in every rental unit. Rental complaints: (610) 437-7695. Registration and billing: (610) 437-7694, City Hall, 435 Hamilton St, 3rd Floor. |

| Disruptive conduct reports | Under Allentown's rental licensing rules, police or other public officers can file Disruptive Conduct Reports about a tenant. The City says three such reports within a year may lead to the tenant being evicted. Disruptive conduct reporting is handled by the Allentown Police Department, (610) 437-7751. |
| Fair housing (local protected classes, incl. source of income) | Allentown's Discrimination and Human Relations Ordinance covers housing. The Allentown Human Relations Commission's complaint form lists protected classes including race, ethnicity, color, religion, creed, national origin, citizenship status, sex (including pregnancy), gender identity, sexual orientation, genetic information, marital status, familial status, disability, source of income, age (over 35), height, weight, veteran status, use of guide or support animals, and domestic or sexual violence victim status. The form asks whether the discrimination happened in Allentown within the last 180 days. Email the completed form to atownhrc@gmail.com.
