What Alaska law says

Repair and deductAvailable for essential services. If the landlord deliberately or negligently fails to supply an essential service (heat, running water, hot water, electricity, sewer, plumbing), the tenant may give written notice, then arrange the repair or substitute services and deduct the actual, reasonable cost from the next rent payment.
Withholding rentNo general right to withhold rent. If essential services fail, the tenant may give written notice and move to reasonable substitute housing. Rent is excused until the problem is cured, and the tenant may recover any extra housing cost. In an eviction or rent action, the tenant may counterclaim for the reduced fair rental value.
Landlord retaliationA landlord may not raise rent, decrease services, or bring or threaten an eviction because the tenant complained about the landlord's failure to meet its duties, sought to enforce rights under the Act, organized or joined a tenants' union, or complained to a government agency responsible for housing, wage, price, or rent controls. The tenant may terminate or defend against eviction, and in either case may recover up to 1.5 times actual damages.
HeatYes. The landlord must supply reasonable amounts of heat at all times, insofar as energy conditions permit, unless the heat is generated by an installation in the tenant's exclusive control with a direct utility connection. If the landlord deliberately or negligently fails to supply heat, the tenant may give written notice and then buy reasonable heat and deduct the cost from rent, recover damages, or obtain substitute housing. State law sets no minimum indoor temperature.
MoldNo statute — general habitability/repair duty applies. Alaska has no mold disclosure or remediation law for rentals. The landlord must make all repairs and do whatever is necessary to keep the premises fit and habitable, and keep ventilating systems it supplies in good working order.
