What Alaska law says

Deposit return deadline14 days after the tenancy ends and possession is delivered, if the tenant gave proper notice. 30 days if deductions are made for damage beyond normal wear and tear, or if the tenant did not give proper notice. In that case the 30 days run from the later of move-out or when the landlord learns the unit was abandoned.
Itemized deductionsThe landlord must give a written, itemized list of deductions (accrued rent and damage beyond normal wear and tear) with any refund. 'Nonrefundable' cleaning fees and automatic forfeitures are treated as unlawful.
Penalty for withholdingIf the landlord willfully fails to comply, the tenant may recover up to twice the amount wrongfully withheld.
Wear and tear / move-out chargesDefined by statute: deterioration from the intended use of the rental unit without negligence, carelessness, accident, misuse or abuse by the tenant, household members, invitees or guests. Deposit deductions for damages may not include normal wear and tear or deterioration caused by the landlord's failure to prepare for expected conditions or meet its own duties. At move-out the tenant must leave the unit in substantially the same condition as at the start, except normal wear and tear, including professional carpet cleaning if the landlord requires it and the carpets were professionally cleaned right before the tenancy began.
